The first draft of the Brexit Withdrawal Treaty was published on 28th February, and is being proposed by M.Barnier to the 27 Member States.

The first proposed draft of the Brexit Withdrawal Treaty was
published on 28th February, 2018.
Michel Barnier, Chief Negotiator presented it to the CRP Art.50
and to the EP Brexit Steering Group on 28th February, 2018.
It will now be discussed over the coming weeks with the Council
(Article 50) and the Brexit Steering Group of the European
Parliament before transmission to the United Kingdom authorities
for negotiation.
It will therefore be necessary for the Channel Islands and the
Isle of Man, and the OTCs to make their representations
promptly.
